The farmer then asks the genie to take away sight from one of his eyes" Just like the bitter farmer putin doesn't care if russians suffer as long as he gets the chance to make people in other countries suffer some as well.

The Russian system worked well in the beginning when you had the right people running the program like a dictator but with worse leadership complete control pretty much tanked the program. By comparison NASA got stronger and stronger over time plus did a better job at keeping the political aspect of the space race aligned to their long term goals.
