It was not particularly a thing.

There's literally dozens of other shootings you can list that match the criteria of 1 to 2 people killed but like 6 or more injured and it was in fact a mass shooting. Congress want's to cherry pick the way it determines mass shootings. By defining it as 3 or more people killed you basically ignore injury.
