all of the interesting plot stuff in fallout 4 happens external to the player. kellogg does odd jobs for the institute, until you find him and murder him the first time you meet him. shaun ends up leading the institute, but by the time you find him he's just some dude who happens to be related to you. the brotherhood of steel flies a massive airship to boston, which you can enter and buy poo poo at meanwhile new vegas's plot actually happens in the game and you can see the gears turning and influence what happens in the mojave
