Because typed duals are apparently confusing to the player base so they avoid them outside of printing stuff specifically designed for constructed purposes. I personally think the number of variants on dual lands is tiring as gently caress and wish that Shocklands would just be legal all of the time because its the most elegant implementation.

Pyromancer's Assault completes the vertical cycle between Lightning Rift, Burning Vengeance and Pyroconvergence/Knowledge and Power. Could be OK depending on what support there is for the surge deck. It's definitely not the best version of this card we've seen but also not the worst. You can proc it the turn you play it like with Jori. Boulder Salvo looks like good support for the deck incidentally, so far it looks like it will kill most of OGW at a very reasonable price if you can proc the surge.

The last one is actually true. When everyone has access to all the tools they will ever need, the answer to any given situation will generally boil down to 'use the correct tool'. It's when people have limited access to the toolbox that they have to start coming up with more inventive solutions to their problems.
