I'm not so sure on that.
Like maybe that was his pitch, but almost none of that made it into the comic.

The mystery at the time was who was Red Hulk, which everyone online almost immediately guessed being General Ross and rather then admit it, he wanted to recapture the "Holiday/Hush" buzz and kept spinning the mystery on.

So maybe Loeb had it in his head the Red Hulk would be Betty (which would have been the one answer that no one would have guessed at the time.) but he didn't get to do any of that in the comic.

As for the gamma mustache, I am sure we have seen it.
One was in a What If where General Ross becomes the Green Hulk.
The other time was in the Thunderbolt run where the Punisher kills most of the Thunderbolts because they aren't murder happy like him and he hits Ross with a gamma bomb, which leaves him stuck in a half Rulk/ half Ross body. With Gamma Stache.

Yeah more than anything else nixing the mustache so the "mystery" of Red Hulk wasn't over the instant it began is what I find worst about Loeb's Hulk run, and there's a lot to hate there.

Give me a Ghost Riders Exiles/Quantum Leap type book—a team of Spirits of Vengeance from diverse times and places, ghostriding to moments when things went terribly wrong. Instead if preventing the trouble, their mission is to track down everyone responsible and avenge the crap out of things.

Make it unapologetic historical revenge porn. It'd be tasteless to say "And now, these atrocities are undone! 😁" but it's actually hecka cool to say "Nothing can undo the horrors of human history, but we can at least show you splash pages of biker gangs beating the poo poo out of dictators and war criminals".

Aw man, I feel this hard. It's loving infuriating going over stuff about history and hearing about stuff like the countless KKK members that got away scot free with horrible crimes. I'm always thinking about something similar to a Ghost Rider showing up to the offender like "Surprise! Welcome to Hell, fuckface!" when I read that sort of thing. I'm already wildly in support of a Ghost Rider team book, and that'd be the perfect premise.
