I cared about Mulders crusade to find out about Samantha and when he finally found her (for real) it was sad but rewarding because the show had us caring.

It's a bit uneven but I feel like at least part of that is because they've had to navigate all the past poo poo the show did. Once they have a new established storyline i'm sure it will kick into gear a little bit. I don't think it's terrible even so. Kinda meh, but not bad.

I think it's just taking them some time to get back into character/the rhythm all around. Just like all creative projects, this first bit should've gone straight to the bin but I guess they had a deadline or something.
