Yeah the White Pandas (for anyone who likes mashups they are dope) had a big thing about having to take a ton of music down because of uncleared samples. Soundcloud suddenly switched its usual artist friendly stance into one that is way more corporate and they are cracking down on artists. Some of the issue is that these "mixtapes" are sometimes official releases with a price tag on itunes maybe? Idk it's all BS for a mixtape to have to clear samples otherwise...
