Jacksonville (Ga.) mayor charged with impersonating an officer and trying to make a traffic stop while high on weed. He was arrested by the Telfair County sheriff, the county in which Jacksonville lies. Telfair is possibly the epitome of the backwards south. The cruiser was available for use as the town has had no officers for a month, since the chief and other officer (his wife) stole a newspaper box. So why did they steal it?
