The Channel Islands are there - and coloured differently from the UK. Meanwhile the Isle of Man is coloured the same as the UK.

My guess would be something related to systems of government, since both Vatican City and Saudi Arabia are absolute monarchies. But then, so are a few other countries which aren't coloured black on the map.

Yeah, I think it's that. Argentina has a state religion and nowhere in Southern Africa has one. Doesn't the College of Cardinals count for the Vatican though?

The College doesn't legislate. It's only an advisory council and they obviously elect the monarch, but once elected the Pope doesn't answer to them in any way. Saudi Arabia apparently has some kind of advisory council as well but no legislature of any sort.

Either way, it doesn't have authority over the Vatican, but over the Catholic Church. The closest thing Catholicism has is an ecumenical council, but the Vatican itself is essentially the modern translation of the personal fiefdom of the pope.
