The sentence isn't actually wrong - freaks create, programs occupy novel places. But it doesn't lend itself to a reactionary agenda well. First of all, the two aren't complimentary - freaks tend to be progs. Reactionaries tend to murder freaks. Progs support progressive freaks and tolerate other freaks. Without progs establishing the novel creations, they'd just be silly ideas. In a world of freaks and reactionaries, nothing new would come into being for as long as reactionaries are in power. In this world, with progressives in at least some power, things are invented and change the world very quickly.
