While I agree that someone with that skills to be in that position mending basic hardware is a massive waste of resources, the fact that he either can't do it (Everyone I know would either be able to do it, or have a go) or can't authorize writing the kit off should be troubling. (esp as changing the screen on a laptop is about the easiest thing you can do- even keyboards are more of a pain to get out sometimes)

I don't qualify for this because I only have an Irish great-grandfather, my grandfather was selfishly born in Scotland and only grew up in Ireland. The other good option is to have the foresight to be born with dual nationality, I also recommend that.
