Having rewatched this movie recently on Netflix, I really want to hear how the hell the sequel got made the way it did. Not a drat thing in it makes sense or is good.

Except the Grim Reaper. He is most excellent.

If I remember it correctly, there was a mandate that a certain percentage of a character's skin area had to be covered but it didn't specify where that percentage had to be. Comics suddenly developed a lot of very skinny girls with full length leg boots and micro-bikinis.

Tall boots are on men a lot as well, so you can't call it just a skin showing thing. I'd say it has to do with design. Most comic characters, including women, are very broad shouldered and pretty triangular in shape. Adding large boots helps balance the lower half of the body against all that mass.
