Police Officers in Oakland CA make about 90 - 100k before overtime and benefits. Overtime is a big thing too. When I was working for the state university, I paid into the public employee retirement system instead of SS, which means that most of a decade of labor earned me poo poo-all for retirement. So yes I'd imagine that most state and probably municipal police pay into their state PERS rather than SS.

If there is any profession that is just plain "middle class" it's police and classifying them as "lower middle class" is probably just subconsciously docking them for their relatively low levels of education compared to their economic peers.
