Someone should remind those morons that bank fraud isn't related to chargebacks. Bank fraud (and this applies to other financial institutions) is pretending to be a bank or illegally getting poo poo (money/property/etc) owned by a bank. This is individual(s) hurting individuals or banks, respectively. Chargeback fraud is probably what they mean, but that's when you receive something and then do a chargeback on it. This is individual(s) hurting merchants via bank action.
