There is a council of 13 that watch the King of Devils to make sure he doesn’t get out of his prison. They take their role very seriously. All major criminal activity through Devil syndicates in throne requires his approval though, so they still let him hold court.

The King of Devils is called Himself, and his seat of power and prison is a black iron coffin lashed with forty chains. Cio and Allison will visit him in the next story arc.

Presumably Mammoth also has a way to deal with people who attempt to default on their loans, when those people have varying levels up power, up to and including the other six demiurges.

So far the devils we've met have all been widely different personalities and the most of the information we've been given is from sources that are antithesis to devils or were trying to manipulate the situation to their advantage.

It would not surprise me to find that the devils have no plans to upset anything or are actively trying to keep the status quo.

I think it probably wouldn't be surprising if Himself ended up one of the LEAST manipulative, treacherous devils. Devils trick and manipulate in part because that is how they shed their names. They can't just be content to whatever station they've reached either because apparently names eventually grow stale. But Himself has not only reached beyond the top of the ladder, he's also got no need to worry about his name growing stale because he doesn't have one.
