The regular vibration motor can basically do everything the Taptic Engine can that doesn't involve really forceful single taps. I honestly can't tell a difference between the iPhone 5s vibration and iPhone 6s Plus vibration on iOS 9.3 unless I'm using 3D Touch actions. It's not specifically listed on tech specs for the iPhone 6s / 6s Plus anymore, so I can't really be sure whether or not the Taptic is going to be in the SE or not. HOWEVER, considering what the iPhone SE seems to be representing, a smaller footprint, overall cheaper cost, iPhone 6s, without some of the bells and whistles, it wouldn't make any sense to me to include some whiz-bang vibration motor in it.
