I don't think we're even close to One Piece's endgame. At a minimum, we have a Big Mom arc, Kaidou arc, Raftel Arc, and certainly a post-Raftel arc. These are all likely multi-part arcs like how the Doflamingo arc covered all of Punk Hazard and all of Dressrosa. Nevermind all the other mysteries and milestones that haven't been addressed and probably wouldn't be addressed in some of those arcs.

Scratchman Apoo makes his appearance vis-a-vis a Den Den Mushi. ~~~ Source & credit : Sandman (Ap) summary : "- The "voice" is the biggest one that Momonosuke has ever heard. - Actually the voice is from Zunisha and he sends Momonosuke a pic/video of Jack pirates. - Zunisha committed a crime long ago and is not allowed to do anything except walking. He asks people to tell him to fight against Jack once. - Momonosuke tells Zunisha to fight. Zunisha attacks Jack pirates. + - In the last panel, Apoo tells Kaidou that the communication with Jack has been interrupted on the sea. Why is Kaidou apparently behind bars in his own hideout? I can't make what those bars/pile of something is supposed to be. And yeah, that cover page and spread of Zunisha wrecking Jack's fleet and the "oh shi-" reaction before it loving owned! Really cool picture and gives a larger context to the powers that exist in the One Piece world that dwarf even a monster like Jack.

Theory Momonosuke is one of the three weapons, like the way the Princess Shirahoshi is Posiedon. Maybe he can control big non-Sea King animals? Although Luffy can hear the voices, he cannot control them in the same way the Princess/Momonosuke can

So Zunishi is rumored to be over a thousand years old and is cursed to roam the ocean due to a crime he committed in the ancient past. I'm going to assume he isn't one of the ancient weapons, but my guess is that he is a big piece of the Void Century and the World Government winning against the ancient kingdom.
