Well assuming 13 more Chaos reps (2-14) that's 29 out of a projected 50. I'd imagine they'd want some spin off villains to pad that out a bit.

You think we'll get Noct at some point in the future now that XV, like, exists?

E: VVV I've been betting on Wiegraf as the rep too, it's just a matter of if Tactics gets one. Which, maybe.

I could see it being Wiegraf, since he the longest living villain in the game and the most personal to Ramza. Plus they have a built in super move of him turning into Belias.

I was gonna main Squall or Vaan when this game came out but now I'm going to have to reconsider.

Curious if they're going to switch up English VAs - it might be harder to get Laura Bailey to come back to do Cloud of Darkness these days, for instance, considering she had to turn down being Rise in the last Persona game.
