Notice that it actually has a license plate. I'm pretty sure you can register just about anything for road use in the UK. I know for a fact that there are multiple people with road legal tanks for example.

Check out the line of cars behind it at 8:40 -- I bet those guys were rightly pissed off. Like, I'd consider it a good day if I saw that thing out and driving around, but if I had somewhere to be, I would be pretty frustrated by the guys occupying the road with their giant smoky vehicle that struggles to maintain 15mph.
