I'm pretty sure that the states planned on enforcing those bathroom laws by sending vice cops into gay clubs and harassing the clientele there. It's kind of a fascinating look into our times that more or less everybody interpreted the legislation as having a much wider impact than anti-LGBT legislation has in the past.
