Well I think what they generally mean is that they can't express their political opinions without facing censure from society at large and risk losing their jobs or livelihood, and they want to argue for a form of free speech that means more than just freedom from government interference, which you can make a case for. Although in practice what generally happens when some dude gets fired for calling rap "savage jungle music" or whatever is that he's instantly snatched up by one of the far-right periodicals or news sources and spends the rest of his life as a talking head for them, so really it's not so much a punishment as a change of scenery. And also free speech as an institution would last maybe five seconds in reactopia before Prime Minister Ignatius starts burning the books and burying the scholars.

Totally, I'm just saying that "actually free speech is just protection from government interference" is not a good retort. The real problem is that neoreactionaries and post-rationalists think that any criticism of them ever is implicitly a call to violently silence them because freaks create progs occupy amiright. Also gamergate attempts to violently silence people don't count, because while every prog is part of an amorphous hivemind that is in lock step every moment, gamergate is a heterogenous collection of radically different individuals and no statement about any member or members of gamergate can ever reflect badly on the movement as such.
