Due to the nature of rally courses you can't really stop people from doing that everywhere on the course. But rally doesn't have the same popularity it did back then, so crowds like that really aren't a thing any more.

I don't even know how the drivers managed to drive full-speed with those crowds around. Even if you told me "You're completely indemnified, you could splatter 1000 people and it won't be your fault." I still wouldn't be able to drive like that since the fear of killing someone would be too great.
