I never really got the feeling that Okuyasu was particularly stupid despite him and everyone saying so. I kinda felt the same for Dio being 「CHARISMATIC」. Then again, why couldn't Okuyasu erase his dad?

You can argue they are the same thing, but I think the idea is to have a body left to confirm dead Okuyasu isnt as dumb as his bro has drilled into his skull for his whole life, nut okuyasu lacks some forethought, generally opting for his big bro to make decisions for him because surely he knows what is best. It's learned helplessness. Usually what gets okuyasu into trouble is his lack of forethought, and in jojo, not having the ability to do some short term thinking ahead can be a death sentence

DIO is charismatic as gently caress. Like, in real life terms. Who the gently caress would like DIO if he wasn't DIO? DIO is so charismatic that he's real life charismatic. Okuyasu is just hot headed and doesn't like to think things through 100%. There are examples throughout DiU where he proves witty and comes up with the right solution.
