Your best bet would be to persist with trying to get through to centerlink and explain the complexities of your situation to the trained monkey you speak to first and hope they transfer you to a Austudy specialist. In my experience if you get the right person they can help with unusual personal circumstances. Getting a medical certificate for your sad brains may help, but honestly I don't think it'll come to that. You only get Newstart if you are unemployed and not studying. I think you can claim 4 years of undergrad study worth of Austudy, with a 5th if you need to finish some subjects. or 2 years of a masters degree with an extra semester for finishing any failed subjects (watch for the eligibility of the masters though, I got burnt thinking I would be eligible for a certain course). That would mean if you'd dropped out in 2nd year you should still be able to complete a 3 year degree with Austudy as long as you don't need an extra year. When I was going through to process of applying a few years ago you could apply for one course at each level (i.e. undergrad, honours, grad dip, masters) every 10 years, and after that it reset so you could go back and do another undergrad. So even if Centerlink are arses right now, try and find out when you will be eligible to claim Austudy again because you might only have to wait a couple of years. Finally, if you passed your subjects in your first attempt you could use them to claim credit for prior learning and shorten your current degree if you need to reduce the time you are studying to ensure you get Austudy until you finish.

What you want to look at (assuming you're over 25) are the allowable time rules for Austudy. This is probably the link you want, but hunt around that part if it's not: http://guides.dss.gov.au/guide-social-security-law/3/3/4/70 the Guide to Social Security Law posted:Example: Jack enrolled in a Bachelor of Arts in Semester 1, 2005. At the end of Semester 2, 2005, he withdrew from his course and did not complete the degree. In Semester 2,2015, he enrolled in a Bachelor of Science. As he has undertaken study at the same level in the previous 10 years, the Semester 2 of his Bachelor of Arts from 2005 will be taken into account to assess his allowable time for his Bachelor of Science. Semester 1 of his Bachelor of Arts in 2005 will be disregarded as it is outside of 10 years. However, if Jack was to commence the Bachelor of Science in 2016, the Bachelor of Arts would not be taken into account as it has been more than 10 years since he has undertaken any previous study at the same level. Does this sound like you?
