The drill may have enough torque but there is a person holding it providing the resistance needed to pull the hair out. The person isn't going to be able to hold the drill in place and with the resistance gone, the hair won't be pulled out.

What should have happened, if it was real, is the drill eats up all the hair until it bashes her in the head, hard, and then, maybe and only if she is still holding the trigger, it will rip out the hair and a nice patch of skin too. It would hurt like poo poo, she would be screaming, like in all the other videos of this happening before it got that far, and covered in blood.

The cake mixer girl is screaming from the shock of something being tangled in her hair. The mixer is also way slower and doesn't have the power of the drill so it causes pain by pulling the hair as it's not strong enough to take them out. It just happens way too fast for the drill girl to be able to react until it's already over.
