If someone has been continuously using a property for 21 years, that property is arguably theirs. Courts will generally grant it to whomever was actually using it. So it's very unlikely that he'll be busted for that. The petty theft though, yea. Like yea the notion is kind of freaky, but if someone doesn't actually know that someone is using their land, arguably they aren't using it. Anyway, the 21 years thing in the USA is actually something that can turn into a mess. There's a place maybe an hour from me that had a sort of dirt road on someone's property that everyone used as a shortcut. It had been going on for decades. Finally the property owners tried to fight back but that land had been used by the public for so long that it wasn't granted to them. Pretty sure they were compensated for that bit of land, but still, they weren't happy about it the fact that now there's an actual road that much closer to their doorstep. But yea, this is totally a thing in real estate.

If you were willing to bring 2 large settling tanks you could separate high-quality clay from any soil at all and use a form to separate it into identical bricks to dry in the sun. Build a shelter, then build an actual loving house and not one with trash bags whipping in the wind.
