The previous artist, Paul Ryan, passed away. Manley was announced shortly afterward, and owing to the batch format that The Phantom is made in we've only just now gotten to the point where the backlog ran out.

De Paul started really strong, but he burned out fast, and Ryan's art was really all that kept the strip from being poo poo. But Sunday strips were drawn by Beatty before, so I assume that will continue to be the case.

Interesting fact: the strip actually predates Tintin by about four years. It's highly likely that Herge was influenced by it, though I'm not sure he ever outright said so.
