Not in general, but I would consider them fairly transitive when comparing fighters in the same category (in this case, purely physical fighters). Smoker is not purely physical, but he doesn't seem to have much of an advantage over Haki users (Vergo actually called it out as a weakness).

Looking it up Luffy has never defeated a vice admiral, but he did fight two at Marineford for a few panels while trying to save Ace. Momosonga and Dalmation engaged him, with each managing to get a hit in before Kizaru shot him with a light beam. He was fairly bloody and out of it before that point given all he'd been through and done and didn't really have a chance to retaliate before Kizaru shot him, so it's not really a good example though I feel - even of his chances pre time-skip. Bartolomeo has defeated one though, so that bodes well for him post time skip at least I think. I also remember most of the Hats treating Smoker like he was nothing to worry about fight wise during Punk Hazard. That may be getting mixed up with how they treat him as a frienemy/ally despite everything though.

I powered through Thriller Bark on One Pace and I've gotta say even though it wasn't my favorite arc, was the absolute peak of badass in the series. re: Admiral chat, I don't think there's ever been a serious fight between a Vice Admiral and a Straw Hat in the series for a long time, so it's pretty safe to say they all got stronger over the two years to deal with the Worst Generation threat too. One Piece is really great about not having defined power levels, and having unique styles come out sometimes over "Who's strongest" (Like Luffy beating Enel by being his natural weakness). I really do think that Ussop has gained enough tricks to be able to take out anyone pre-time skip outside of Luffy's opponents including the Franky family. He's the Batman of the straw hats, he's got to have a dozen different ways to have dealt with all of them besides a couple plants. It's not cool to kill steal your friends. Also post time skip Sanji did admirably against Vergo after Nami hosed up his body. Which given the power structure of the monster trio means that Luffy is good to got. Though, Sanji was fighting for a lady, so clearly Vice Admirals ain't no joke.

He already has the handcuffs, and if he wants to roll with Van Augur by series' end he's going to be imbuing shots with armament haki anyway. But I'm happy to have an active thread even on off weeks, because I'm rereading the series myself and rewatching the anime with friends AND playing two One Piece video games. I got a lot of random, lovely musings about One Piece, is what I'm saying, and it's nice to have a place to air them. Speaking of, I always wanted Usopp to shoot a pair of seastone handcuffs at a logia at a critical moment, giving Luffy or Zoro the opportunity to punch/cut the bad guy. Kinda surprised it never happened and now it seems too late. The closest we got was on Enies Lobby and Usopp hosed it up and shackled himself to Zoro.

I had a thought last night. Was Brook killed by Germa 66? Brook and the crew that survived the attack all succumbed to poison and poison is an assassin's tool. And he's been acting weird every time they're mentioned. Actually, Brook mentioned that he used to be in the army for a "certain kingdom". Maybe that was Germa 66's kingdom. Hell, maybe Brook (and the rest of the Rumbar Pirates?) were targeted because they defected.

The sentient snack foods are weird but they're likely related to all of the other sentient things on the island. It may be the result of a Fruit user or something about the islands themselves. Jinbe being part of her crew is a little unexpected, but I imagine it was done to protect Fishman Island from Luffy's provocation. This might foreshadow a fight between Jinbei and one of the Strawhats.
