That thing you posted a while back where a maths guy made a system that was kinda like a group stage in terms of number of games each team plays but matches actually have some semblance of importance seemed like a good compromise but I can't really remember the details. They could trial getting rid of or changing offside and see what happens, that would at least stretch out the playing area / players ratio, or as we say in the advanced stats community, now thats PAPR.
