I am kind of shocked at how unfinished this game looks. Jim Sterling is on the water level and it's a muddy mess. All of the effects look terrible, look at the smoke coming off the city in the background of the first level - it's a cut and paste smoke effect! The graphical style reminds me of Bionic Commando: Re-armed, except that game looked way better and was on last-gen hardware and came out almost a decade ago.

The trick is that that was never actually in-game footage. It was just mock-up concept art. Apparently they decided that going with models instead of 2D was going to be a great idea. The problem is it looks like they made all the assets for the 3DS version, and then scaled them all up and declared it fine.

What truly perplexes me is like...ok in the past with modern MegaMan games the budget may have been an issue. But with MN9 it's not, so why do they still struggle to churn out a really great looking MegaMan/Mega-esque game with hand drawn graphics? Shantae is doing it. The Ducktales remake did it. Indivisible is doing it. Guilty Gear's been doing it for years. Battle Chef Brigade, CupHead....hell look at this gorgeous looking remake of Wonder Boy. The first one is very simply that from the beginning, the MN9 kickstarter page said: Comcept posted:the plan is to use what is often called the “2.5D” setup: 3D models for characters and most objects, with the gameplay in 2D. This is what was pitched and funded. You may as well ask why the latest King of Fighters isn't a dating sim. It just never was part of the plan. Of course people don't look at the plan too closely and even Bloodstained, with its concept art plastered in "not the actual game" warnings, gets the "why isn't it 2d" question. The second aspect is simply that currently in the games industry all the middleware and most talents are geared towards 3d. 2d is specialized knowledge and needs specialized software. Shantae and Ducktales are by Wayforward, and Indivisible is by Lab Zero, both companies that specialize in 2D and have engines tailored to their specific needs. And they didn't develop those engines on kickstarter money, they both had them before turning to crowdfunding. MN9 was starting from scratch and had to make choices that would minimize or even get rid of a costly R&D phase and where it'd be easy to get devs, and back then going with 3D and UE was the sensible option. The most bizarre artistic design choice still seems to be (now that we can see the set in stone results) how vital Inafune seemed to believe voice acting would be, to the point that second mini-crowd funding campaign was mainly to acquire funds to use for voice acting. And even then it was originally just going to be English voice acting, which out of the three languages the game has seems to be the least well received.

For most of the Mega Man sub-franchises it seemed like Capcom laid the groundwork in a fun but mediocre game to kick things off and then refined it through sequel iterations (notable exceptions: X and Legends). I wonder if Inafune and his crew figured they could do the same kind of thing here, since it's been obvious from the start how hard they want to franchise MN9. Of course, that approach just doesn't work at all when you alienate your fan base over years of delays and incomprehensible design choices.

That is 7 systems with VERY different infrastructures around which each version has to be specifically built, and that's not including troubleshooting and debugging the game and network codes for each system. It was an incredibly stupid idea. e: And hell, we're still not getting the portable ones yet, are we?
