GE campaign spin up takes awhile and usually requires you to put the infrastructure into place during the primary season [and before] and keep it going into the general. It was becoming obvious, for instance, that Bernie had stopped planning for the general significantly before he actually dropped out, because laying off staff and cutting your national apparatus to pieces causes hell when you try to spin up for the general.

A mature campaign would see his responsibilities shift while he transitions to more of a "senior adviser" role that doesn't have as much influence over campaign strategy.
