As I understand it if there are two applicants equal in all aspects you hire/accept the minority. I think this part is fine. The part I don't think is fine is that you need a certain percent of minorities. Schools and jobs don't exist to hire under-qualified people. It's an individual's responsibility to make sure they are qualified. I could be majorly wrong on all of it though.
