The Constitution doesn't specify, since it says the President of the Senate (i.e. the outgoing Vice President) shall open the correspondence from the electoral college and count the votes. However, it does state that, in the event no candidate receives a majority of the votes, and the House doesn't pick a President by March 4, the VP is the President.

That was intended to be used for medical issues (it's actually regularly invoked whenever the president is in surgery and such...Biden becomes acting president for a couple of hours, and goes back to normal afterwards). It doesn't have to be used for medical issues, although it's hard to imagine it being used in a coup way because the President could just pull a John Tyler and fire the entire cabinet rather than let them remove him.
