I may just be talking out of my rear end but I've also noticed that a lot of stuff considered "outsider art" is not just by people with no real training but people who seem to avoid (probably unintentionally, due to lack of understanding) using traditional techniques and create really weird stuff that somehow works anyway (the "somehow works" part being important). That said, I don't know poo poo about art so I may be wrong. (See: Noted internet rapper "Viper", who released one album per day one year, including such hits as "You'll Cowards Don't Even Smoke Crack" and "Kill Urself My Man")

Ulillillia is an example of modern outsider art. He's just doing what he does because that's what he does and he's not interested in doing anything else and if other people happen to find value in it then whatever, but he doesn't really care one way or the other.
