No they built and tested actual nuclear thermal engines (though not that saltwater poo poo), like NERVA in the US and whatever it was called in the USSR, but the upper stage requirements just weren't really there. Also we could totes colonize the solar system with nuclear pulse propulsion right now.

Pretty sure that's one of the qualifiers for determining the number of possible intelligences in the galaxy. simulation theory is also a really good explanation to the Fermi Paradox it's pretty insane, honestly like, if we're a simulation and we make a simulation, now we have what's called a nested simulation..... since we have no way of knowing how tall this nest is, with us at the bottom and our creations at the very bottom, a catastrophic event far up the chain could destroy an infinite number of universes

Although networks still put a tremendous amount of weight behind TV numbers because that's their primary revenue stream. As a media planner, I care about those numbers too when I'm building out recommendations for a client too. Ratings + contextual fit + % of target audience from the universe = me giving a network a green light or not.
