I'm pretty sure it's meant to be happening in the 1930s or at least give the vibes (earlier strips had book and film references). Not an excuse for the art of course.

They're at the Warren Anatomical Museum at Harvard Medical School.

There is some controversy about this. He may not have been as radically changed as is commonly described, at least not the whole time between the accident and his death.
