I would guess the boat was there to keep rain out of the gaping rust hole in the roof. Like, that's not an accessory that's a body repair. PS how many gallons per mile with those 12 psi tires

That '83 Scirocco is actually an 8v not a 16v, unless it's actually an '86, or has had a swap. Because the Scirocco only had 8 valves until 1986 in the US. Even if it's just an '83, though, a running Scirocco with 74k for $1100 is a steal. e. Also the MkII 16v scirocco had a direct linkage, not cable, so I'm pretty sure that's an 83 8v scirocco.
