He appears in one other episode, the one where Dax is assessing a potential trill host and O'brien tries and fails to deal with a vole rat infestation It's the one where they accidentally picked up a universe in the wormhole and had to get rid of it without destroying it before it expanded enough to destroy their own universe they solve it by dropping it off in the gamma quadrant which seems like it's just delaying the inevitable???

Starfleet charges Quark for replicator usage in local currency. Quark charges crew members for drinks in local currency. Starfleet gives allowance of local currency to crew members. Quark is basically making a profit selling use of starfleet replicators back to starfleet, which seems a very Ferengi thing to do. Starfleet doesn't care because they can make the difference back selling medication or something.

Quark serves real food and its a theme that replicated food is blander than real food. Shipping in real food costs money, hence he charges. Also you can't get a good margarita in the Federation due to them relocating all the indigenous populations to hell holes in the DMZ.
