Playing devil's advocate, the primary cause for surgical wait times seems to be a lack of facilities; there's either not enough OR time for the surgeons you have, or there's no beds to put the patient when you're done cutting.

You could, then, theoretically have a private system which supplemented rather than destroyed the public system, by building more facilities and allowing you to use your resources to the fullest potential.

That being said, my understanding is that in practice, the public system worsened in Australia when private health care was introduced.

Compromise solution: have the government open "private" clinics that will be small-scale, emphasize patient care and being nice to fragile rich people, and charge ten times as much for every procedure. Then only open like five of them so the wait times for the "private" self-funded line-skipping healthcare is just as long as the wait for the free one that us plebs get, but rich people can pretend they're getting better service while subsidizing healthcare for the rest of us.

And it's always great until it denies your claim for a liver transplant because you got hepatitis as a kid, or until it won't cover your rheumatoid treatment because you failed to disclose that your great-aunt Xenobia had a sore hip when she was 80. Insurance companies are there to make money, not to help you out, and there's always something in the fine print they can use to deny an expensive but necessary treatment.

The Canadian systems have room for improvement, but the US healthcare system is not something to be mimicked.
