Honestly a small amount of white noise from large fans is preferable to hearing the high pitched squeal of power supply coils Building a high performance 100% silent computer is almost impossible, better to stick it in the basement or garage and extending the cables

A lot of those solutions are going to quickly cook your computer since the chipset expects some sort of ventilation from the CPU fan across the various motherboard heat sinks and hot air is going to build up inside the case if there's no fans to replace it The only cases I think would actually work are the ones that have heavily perforated tops and bottoms so that you get a decent vertical convection airflow going
