I won't be surprised at this point if it ends up being an early design for Kira, Joubin or Damo.

I doubt it will ever actually be explained. There are a lot of weird threads from early on that are likely never going to be woven back in.

We don't know that Kira knew Jobin, we know that Norisuke knew Kira and needed him. It's not a stretch from there, but it's not confirmed.

I'd wager it's an early design for Yagiyama.
