Vancouver has legal basement suites, and that is an important part of the rental supply, so it'll be interesting to see if the city designs their policy to try to ensure that those sort of units are used for long term rental. Some sort of max amount of Airbnb rentals in a year (eg 90 days) would be something I could see them doing. My feeling is that this policy will most strongly target commercial operators that buy a number of condos to continuously rent out on Airbnb. Someone's basement suite is a bit closer in concept to home-sharing, but I could see the city targeting this as well. I posted this in the tech bubble thread a few days ago, but apparently there are no condo insurances that will cover short term rentals, so all the property managers are recommending to their stratas that short term rentals be banned anyway. It's hard to say how effective those bans will be, depends on the strata. Anyway none of this seems like good news for Airbnb. There have been studies on Airbnb that suggest that the commercial operators that Vancouver is most likely to aggressively target comprise the massive majority of Airbnb's revenue.

Some sort of cap on number of days of rental per year seems unfeasible to me unless Airbnb is helping the city and capping it themselves. I haven't really paid much attention, but it seemed last time I looked that Berlin's approach of threatening $100k fines created a big drop in Airbnb listings. I do think people overestimate the amount of long term rentals that are being lost with regard to detached homes and basement suites. A lot of these spaces are marginal and while they may be ok for a short term guest, they may not be that suitable for a long term tenant.
