What would happen is that when someone dies, the people that assign value to the outcome of an investigation would pay for one to happen. That might be family or friends who derive utility from the information, or it might be that people in the community feel that too much crime is going unaddressed and are willing to pay to resolve a crime that doesn't directly affect them in an effort to curtail future crimes. See, this is actually optimal, because it also allows the public to directly indicate to the police what crimes they consider important by only funding the ones that they are concerned about.

I don't think the argument is that all orgs are local, but rather that there are more than one in any given area. There can still be a larger umbrella group. Don't like your government by State farm? Quit and send your money to AAA instead.

If only there was a way to streamline the process of procurement, and funding to determine the value and priority. Perhaps try to average out the expenses that all these agencies can take it upon themselves to pay, and scale the surcharge according to the value potential of the citizen! :downs:
