Paint.net is like a quarter of the way from MS Paint to Photoshop, in my experience. I don't think it's particularly good for this sort of thing, imho.

It was the premium package in like 2003 and is still way more useable than GIMP, which is the open source alternative that works and also is great at making you scream at your computer about its lovely toolset and the way it makes layers a burden instead of a gift.
