Yuan also posted an August 2015 letter from Syracuse University that indicated he had been removed from the university but allowed to return under disciplinary probation. The letter did not say why Yuan was on probation, and university officials did not immediately respond to a request for comment Tuesday.

More than 300,000 Chinese are estimated to be enrolled in American universities.

UN peacekeepers refused to help as South Sudan rebels raped aid workers – report

Outside the fortified bases, however, peacekeeper presence was “non-existent”.

On 11 July, around 80 to 100 rebel soldiers attacked a compound in Juba where they raped and gang-raped at least five international aid workers, physically or sexually assaulted at least a dozen others, the report said. They also executed a South Sudanese journalist –apparently because of his Nuer ethnicity.

The UN mission in South Sudan (Unmiss) gave orders for a peacekeepers to intervene but none “ever tried to leave their bases”, the report said, with the Chinese and Ethiopian battalions refusing to go.

“The UN peacekeeping mission faced a challenging environment during the July violence in Juba, but it underperformed in protecting civilians inside and outside its bases,” said Federico Borello, executive director of Civic. “To ensure that such problems are not repeated, it is critical that the UN be transparent about what went wrong and hold accountable any individuals or units that failed to live up to the protection mandate.”

Civic also called for a UN arms embargo on South Sudan, which gained independence in 2011 and was plunged into conflict in December 2013, when the president, Salva Kiir, accused his former deputy Riek Machar of plotting a coup.

A patchily implemented August 2015 peace deal saw Machar return to the capital earlier this year, but fresh fighting between his forces and government soldiers loyal to Kiir erupted in July.

During four days of fighting between the rival forces, artillery rounds and gunfire hit two UN bases, killing two Chinese peacekeepers. Civilians died both inside and outside the UN bases and rebel soldiers outside raped many women – some within sight of UN sentries.

The failings in July were nothing new, Civic said. The group previously investigated an incident in February, when peacekeepers from Ethiopia, India and Rwanda stood by as government soldiers attacked another Protection of Civilian site in the northern town of Malakal, killing at least 30 civilians.

Months later, the UN admitted to peacekeeper “inaction, abandonment of post and refusal to engage” during the Malakal attack, but failed to hold any commanders or troops to account.

Civic said the UN mission was hampered by “inadequate support” from UN headquarters and has been “repeatedly blocked, harassed, and, at times, even attacked by the parties to the conflict”.

UN peacekeeping officials said the report “raises a number of important issues”, noting that an independent investigation into the Juba violence is due to present its findings shortly.

The UN sites offering civilians refuge were “unsustainable and cannot provide a reliable option for the physical security” of tens of thousands of South Sudanese, the peacekeeping department said in a written response.

“The investment we urgently need to make and prioritize in South Sudan is putting the peace process back on track,” it added.

Rebel leader Machar is currently exiled in Khartoum, from where he has called for “armed resistance” against Kiir’s government.

Unfortunately this is hardly the first time something like this happened. The Rwandan Genocide was full of accounts of UN peacekeepers either quitting the field/running away, or straight up palling around with the perpetrators

The Mongol came again last night. She brought me a big box of imported kiwi. I was surprised about that, but I like kiwi so it's fine. We got to talking and she told me about her parents.

Her dad is some mega-mix of north Han, Korean, and Russian, coming from one of the very northern provinces. Back in the late 1960s, he and his brother got the idea to run away from "something" and go to west inner Mongolia and live in a small town near the outer Mongolia border. They brought a little money with them but it was a poor area and bartering and trading for goods was the way people got stuff. So her dad and his brother got some wood and started making chairs and trading them for animals and other stuff. They kept making furniture and taking them to other towns and eventually they got rich with money and goods. While most of China was starving, these two guys were becoming furniture kings and rolling in it. They got a little chunk of land and her dad decided it was time to marry.

Her dad married an imported Han and had a baby. After a few years he got tired of her and sent her Harbin and that was the end of that marriage. He was shopping around for a new wife and decided to buy local. There was a cute teenage Mongol girl he would see in the market and he thought she was pretty, so she kept asking her for dates. She refused because she said he was ugly. He took this to mean that he should pursue her more. He found out that her parents had 7 kids and were struggling to feed all of them. He grabbed 600 RMB cash (it was almost 1980 at this point, so 600 RMB was a huge amount of money) and went to the parents and said he can solve their food shortage and poverty problems if they wanted to trade their daughter. They snatched the money and in her words "Take her back to your house. She is your wife now."

He took her home and she was shocked to find he was much older than her and still ugly. She said her mother is beautiful, tall, slim, nice hips, and that her "head size is not big like other people." If I had to guess, she looks like her mom based on that description.
They had a daughter, and then another (which is the one I know) and then several sons. The dad was still making money, now switched to real estate and several other things. He decided that the sons would take over the business and land ownership and the daughters would all go to university so they could make their own way with an education. So the daughters are educated and the sons are rednecks.
She told me she wasn't allowed to go to any of her friend's houses because it was a thing with Mongols that neighbors hosed each other and her parents didn't want her to get plowed by her friend's dads. She said outside of class she didn't get to play with anyone until she got to university, and it caused her a lot of social anxiety as a result. She worked past it and does sales now for commission.

Her dad pushed on and found out that he could get himself two wives in the local culture if he wanted, so he got an extra Mongolian wife while still married to her mom. They had a daughter, but she was sickly and born in winter. The dad went off for a week to make a delivery and the wife stayed with the baby. According to her, she couldn't produce milk because it was winter, so she worried if it was possible to raise the child because it was too young for animal milk. She got the idea to take the baby outside to the snow and leave her out there overnight. The dad came home to find his newborn child murdered, so beat up and divorced his new wife and returned to other. She also said he was put in prison for a while because a neighbor didn't like him and bribed the police to lock him up for a bit.

She's Mongolian Buddhist and also believes in most of their local superstitions, spirits, and ghosts. To decorate my room I put up a cute poster print of a Hindu god that I'd gotten in India, found tucked in my waterproof documents folder that travels with me everywhere I go. Both times she's come to my house she stands there and stares and won't let me talk to her during her gazing. She said she really doesn't want to offend the protector of my house, and asks for forgiveness for intruding.
I asked her what these several scars on her body are, and she refused to say why, saying if she said the words it could cause them to happen again. I kept naming things and when I got to tumors and cancer she cupped her hand over my mouth and told me to shut up so she doesn't get sick again and die and have to go hell sooner.
We were laying there and she whispered in my ear "I want to rape you." I asked her how it was possible since I was stronger than her, and she said "You know Mongolians like to rape. We raped the whole world." She said it was also possible to rape with the eyes and Mongolians like to do that too.

It's nice to take a break from the Han and everything this thread is about. She's not like any other people here because she doesn't share their culture and wasn't raised into it. She falls into some of the stereotypes ("We Mongols...") but so far none of the Chinese cultural and educational tropes and ignorance have come up in conversation and that's refreshing. The last post about her I joked about her riding her ebike like Mongol hordes did, and she brought it up herself saying Mongolians have traded their horses for motorcycles, but one day can still ride them in packs like their ancestors.

We got our food and went upstairs, where I poo poo you not, every single seat in the place (probably 50+ seats) was taken by a young-ish Chinese tourist sipping at a small soda and staring at their phone.

It was honestly really creepy, a small room jam packed with young adults and the only sound was an occasional slurp on a straw. We ate really quickly and got out, it was so unsettling.

This is most fast food places in China that offer free WiFi. I am honestly surprised that many of them buy something, but I believe the janitors are supposed to kick them out if they show up without a food item. Last week got my first McFlurry since last year when I was living here and I was the only one in the place eating something. Everyone was watching TV shows on their phones. Every table with 2-4 chairs had one guy or girl with a backpack or purse spread across the table, claiming it entirely for themselves. There were only two people talking, and it was two Chinese girls practicing English from a book. They kept staring at me like I was supposed to interject and correct them, but I would stare back and chew on my ice cream with my mouth open like a cow.

Much of the fiveheads here are due to malnutrition and stress balding. There's a LOT of very balding or thinning heads out there, many on women who are in their twenties and thirties. The sixheads are probably like Fauxtool said and due to funny breeding and people (doctors and nurses included) not knowing how to take care of children. Han Chinese generally have really big skulls and I feel sorry for the moms who have to pop these guys out. I've had a few people tell me that it's normal for women to get C-sections without considering regular child birth because they worry their husbands won't want to have sex with them after the blockhead comes through. Jokes on them, because the dudes all have mistresses anyway.

I had a dude pull me out of traffic once when i first moved to china and I at first got flustered since I don't like being randomly grabbed but then realized it stopped me from getting almost hit by a nearby car since drivers there are insane if they are a party prince, so I thanked him after that.
