No, Belarus would be "White Russia" (or rather they would be White Rus to themselves, and White Russia to Russians...) Russia traditionally did call Ukraine "Little Russia", and called the Ukrainian language "The Little Russian Dialect of the Great Russian Language" when doing things like banning publication of all books and all public performances in the language.
