I was trying to come up with something more satisfying than “magnetic saturation is a major limiting factor in the power of electric motors; higher frequency delays saturation”, but this is indeed the correct answer.

Even knowing there's a load of different systems around the world for grading, it's easy to forget that there are also countries where lower numbers are better grades. A single number without context is useless.
