The costs of producing new shows might be causing them to stop agreements on existing material from 3rd parties. I think they are at 14/76% now.

The increasing cost of licensing stuff is why they've had to raise their subscription fees several times over the past few years. At this point, it possibly costs them the same amount to make 2-3 cheap shows like Unbreakable Kimmy Schmidt or Master of None as to license 4-5 existing shows from a network. Stranger Things also probably had a fairly shoestring budget - there really wasn't much in the way of SFX until the last episode, and most of the parallel world scenes were just the same sets with different lighting and a bunch of dust floating in the air - so I could easily see many of their shows only costing 25-50% more than the cost of licensing a popular show like Breaking Bad. Plus making the shows themselves mean they will never have to renew a license or have costs increase later on. That combined with them getting royalties on things like DVD sales or syndicating their shows out to other networks later, means that down the road they can actually recoup some of the production costs instead of being a continual funds drain like licensing fees are. I've also noticed a bunch of those awful animes the kids these days like being added to the new additions with 'Netflix Original' tags plastered on them, presumably they are just cheaply licensing new shows from Japan by subsidizing part of the production costs in exchange for exclusive distribution rights in the US, those also likely count towards their quota. Netflix is also much more willing to experiment with formats and try new stuff that would otherwise have never gotten on the air on other networks, which is how shows like the aforementioned Stranger Things ended up coming about - the guys behind that show had literally done nothing on TV or film prior to this, they had nothing except their elevator pitch, and they ended up making the second highest viewership show on Netflix. That's another advantage they have over traditional networks too, they know exactly which shows each account watches, precise data about viewing habits, and can easily tell which segments of their audience watch which shows, and can target shows towards the different segments that will watch each show, so there's unlikely to be any situations like say, Firefly - where the show had a steady, devoted fan base and the show got cancelled anyways. Unlike Fox, Netflix would have been able to tell just how many people were watching it, as well as not being saddled with episodes getting preempted, shown out of order, or shuffled into death timeslots like Friday nights where they put shows to die.

One thing to keep in mind, Netflix doesn't make shows. "Netflix Originals" are just shows they've licensed exclusive distribution deals for a region. None of us know the details of those deals, but they may not be in perpetuity. Netflix Original shows could, at some point, be no longer available on Netflix.

The loss of Top Gear (and a lot of other BBC content) was down to Netflix throwing a hissy-fit last year. When Amazon started their streaming service, it's my understanding that Netflix demanded exclusive rights streaming rights to BBC content in the US, and let the licenses expire on the older shows when the BBC refused those terms. Plus, the old Top Gear episodes were kind of hard to watch on Netflix, since they had the 'Murican-ized music, and the random cuts to cram the show into a 60 minute slot with commercials.

When Top Gear hit Australia it was broadcast on SBS at first. The channel prided itself on only having advertisements between shows at the time. They would play the full UK version with no breaks. It was great. Then some other channel took it over, chopped it to poo poo to fit timeslots and ads every 10 minutes.
