I see the wall as a kind of McGuffin. It's a childlike, easily visualized example of his anti-immigration policy which a 10-year-old can understand. (And they do!) But I'm also sure he'd love to build one and hire his own company to do it. It's still a McGuffin, because it's a vague and generalized object he's working toward. But it mainly functions like a shiny trinket he can dangle in front of his followers, giving them direction. To contribute a bit to infrastructure chat, besides fixing the bridges and roads, we could run high speed fiber across the nation. We could also make a serious move to put the power lines underground. But hell, even just a serious bridge and road project could seriously help the economy. Also forgot about high speed rail.
