Why are people so shocked that Pikipek evolves into Toucan Sam? We had a robin evolve into a loving falcon before. How is it surprising that Pokemon tend to turn into new animals?

I think its disappointment they are expressing rather than shock. I'm ambivalent until we know stats/abilities/movepool. Though we can at least guess at stats via pikipek, which is all-in on attack and speed and thus probably really good if it keeps skill link and after factoring in the existence of all of the anti-priority stuff. Is eviolite enough to make an unevolved Pokemon good enough for non-tournament general play? At least not being one shot by the elitle four or battles with randoms? I like the look of a lot of the new Pokemon unevolved... new Persian is ok though.

Depends on the base stats of said pokemon and your determination. I wouldn't expect a Zigzagoon to do work but a Gabite is perfectly useful.

The names that are given to them now might just be code names and they actually have real names in the game itself. Similar to how Mega Mewtwo Y was simply known as "Awakened Forme Mewtwo" before the concept of Mega Evolution was revealed. Or maybe they'll give you the opportunity to name the creatures yourself.

The data for TMs probably just contains the IDs for the moves they contain, nothing on the details. I think they said the data for BP and stuff was scrubbed.

According to one of the earlier demo leaks apparently the stats for all the moves not used by any of the pokemon in the demo got replaced by pound.
